Five steps, in this order
The order matters. Each step makes the next one cheaper and more accurate.
2. Normalise to E.164
Add the country dial code and drop the national trunk prefix — usually a leading zero.
3. Deduplicate
Remove duplicates after normalising, or you will miss ones written two different ways.
4. Run the filter
Import the cleaned file and let it separate contacts that are reachable on WhatsApp from those that are not.
5. Export both files
Take the active file into your campaign and keep the inactive file as a permanent suppression list.
6. Date the output
Stamp each export with the date it was checked so you know when the segment goes stale.

Keeping the trunk prefix
+4407400000123 looks right and fails every check. Drop the leading zero when you add the country code.
Deduplicating too early
Dedupe before normalising and the same number written two ways survives as two rows.
Judging a mixed list as one
A blended active rate across ten countries is not actionable. Split by dial code first.
Deleting the inactive file
That file is a free suppression list. Delete it and you will pay to re-check the same numbers later.
The trunk-prefix mistake is by far the most common one we see, and it is invisible until you look at a failing number closely. The country reference has the rule for each market — including the few (Italy, Spain, India, Mexico, Poland) that have no trunk prefix at all.

How to read your active rate
Do not compare a country against your best market — compare it against its own baseline.
WhatsApp adoption is very high across much of Europe, Latin America, South Asia and the Middle East. It is comparatively low in the United States, where SMS and iMessage dominate, so a modest US active rate is usually accurate reporting rather than a data problem.
If one country drops abruptly compared with last month, the cause is almost always a formatting change upstream in your source system, not a change in the audience.
How often should I re-filter the same list?
Contact data decays continuously as people change numbers and abandon accounts.
Re-check before every significant campaign, and treat any segment older than 60 to 90 days as needing a fresh pass regardless of how clean it looked last time. That is why dating each export matters — without the date you cannot tell what is stale.
My WhatsApp account keeps getting restricted

Longer intervals, warmed numbers and a multi-account setup genuinely reduce how often it happens — but they manage the risk rather than removing it.
